New NBA proposals could halt any future Spurs-like monsters from developing

The NBA is always making changes in an effort to do one of three things: grow the game, ensure fairness, and maintain the integrity of the league. Nearly every new rule ever implemented can be boiled down to one of those motivations. The latest proposals will aim for the second and third targets on that list, but what they'll end up doing is increasing the Spurs' chances of a dynasty.

There are several new proposals, according to ESPN Senior Insider Shams Charania, but the one that concerns San Antonio is this one: No longer allowing teams to draft in the top four two years in a row. Had that rule been in place either of the last two years, the Spurs wouldn't have been able to add either Stephon Castle or Dylan Harper to their core.

Fortunately, the league is late to the party on that one, so the Silver and Black are in the clear. For the rest of the NBA, it would make building a team good enough to challenge what Brian Wright is putting together a nightmare.

The Spurs are in the perfect place to take advantage of these rules

It's important to remember that nothing has been set in stone. These are still just proposals, but Adam Silver has been clear about his desire to curb the tanking epidemic in the NBA. This year has likely raised his level of focus on the subject, as teams are intentionally dropping this season at an alarming rate.

It's clear as day, because there just shouldn't be this many bad teams in the league at one time. But the upcoming draft is looked at as potentially one of the best we've seen, so franchises are willing to punt on the year for a shot at a game-changing talent.

The funny part about it is that the Spurs didn't really tank to get Castle or Harper (I plead the fifth on Wemby). They were just a bad team, and the basketball gods saw fit to reward the ethical style of business the organization operates with.

If this rule change goes through, it won't matter whether you were organically bad or engineered to be; you'll be limited in the lottery. The new CBA is already punishing teams who try to stack their roster with established stars. That would have been another path to building a team good enough to compare to San Antonio's, but that route has been cut off.

The Silver and Black already have Victor Wembanyama, Castle, Harper, and De'Aaron Fox on their roster, and three of them aren't making much money. It gives them the advantage of navigating all of the new rules with every option in front of them. No other team in the NBA can say that. Sucks for them.
